Project Blue was a project run by Dr. Sheridan, a former employee of TAS Corp.
Sheridan claimed it was meant to revolutionize the gaming world through the use of Tari, a highly advanced Artificial Intelligence program whose purpose was to enhance the host's gaming performance beyond normal capabilities.
The project was interrupted when an accident occurred while Tari was being backed up that wounded Sheridan and fragmented Lucinia's mind into pieces.

The project's purpose was to create an A.I. that (when inserted into a meta runner's arm) would assist them in their gameplay.
Dr. Sheridan created a highly advanced A.I. called T.A.R.I. (Turbo Artificial Rapid Intelligence). It was meant to help meta runners by giving them the ability to see probability and statistics, making plans, giving them information about a game, and threat detection.
According to Dr. Sheridan, nobody wanted to be the host of his new experiment. But Lucinia volunteered in search of new abilities and her effort to be noticed by Lucks, due to Masa and Belle being seen as more popular compared to her.
Despite it being led by Dr. Sheridan, a scientist of TASCorp and involving one of its Meta Runners, Lucinia Porter, it wasn't known among anyone else within TAS Corp, but Lucks did learn of the project and the A.I. before he lied about knowing anything and hid all the evidence away in the TASCorp server to prevent anyone from learning the truth.
After a few successful experiments, Dr. Sheridan believed it was time to take things to the nest level and insisted in downloading a more advanced iteration of the A.I. into Lucinia's arm.
During the download process, a surge created a massive explosion that decimated the lab. Both Sheridan and Lucinia survived, but was critically injured and went into hiding.
Meanwhile, Lucinia's conscience accidentally broke into fragments with one entering the server and the other entering the T.A.R.I. program. She was eventually found by Lucks who calls a medical team to assist her, successfully healing her but leaving her an empty, living shell without her consciousness.
The explosion also created the "human" version of Tari, who was somehow implanted into an artificial body and left in a safe room in the back alleys of Silica City.
